In what ways should we improve our standards when letting people try-out for our clan?

Here are some suggestions:

K/D Limit
Level Limit
TS3 Requirement
Forum Requirement
English Requirement
Age Limit

How about in regards to testing?

we need a group of testers who we know are very good an definite xElite standard but arnt too strong.
then we have 2 vs 2, a ffa or 1 vs 1 depending on the amount of players and testies. 
for the ffa they must get at least 25 kills in a 30 ffa, (private match) 
for a 1 vs 1 at least 17-20 sniper only urban war
a 2 vs 2 50 kills 2 testers vs 2 testies, must have at least 20 kills and a score of +5. e.g. 25-20 20-15 32-27. players who get close to this become TR and have a week to be retested but are trained in that week, by close i mean falling short of 2 kills, the rest fail

i don't care if a guy do 17/20 or 16/20 i just suggest to try to play the more we can with him to see every game score and take a decision..

according on what i wrote about 3 differents clan i just suggest to continue the way we're recruiting for xelitex exp clan..the strict selection will be made to join ace..it will be easier and we don't lose time 

about testing.. at least 1 ace should be there for tests..

I agree it would work better with xACEx. If you've done as much recruiting as Raigekii and I, you would know that is is extremely difficult to find recruits that can fulfill those standards.

I think ts3 will have to be a requirement. Any current member that doesn't have it will have to download it or else they will be kicked.

What if we do around 4 test's consisting of different testers examples would be (first test: easy, second test: medium, third test: hard: fourth test:pro) and if they beat the first test which will be the easiest. than they will go to the second test which would be a little bit harder, than the third test would be really hard and the last test would be the hardest. Based on how far they get in the test is where they would end up. For example if someone beats the first test and the second test than they would become part of the exp clan but if they beat all 4 they should be put into a different section.

Hmmm a testing tier. I like that. The only problem I can see at the moment is that we need to have a few dedicated testers to do that.

We could probably be able to choose them with a simple 3-16 player FFA But the problem is most of us wont be on at the same time.

Yes, the time difference too, but what I meant was that we need testers that will always be willing to test, even if Raigekii and I don't ask them to. So far, Raigekii and I have done most of the testing of our recruits, with the occasional help from our other members.

The Age limit to me doesn't really matter. A player could be only 10 and has the ability to have the skills of any other 18 year old. I would pick out a player to be in elite by their skill not their rank or kdr. If they are skillful enough to pass the test then maybe they can come into the clan depending if the other elite members agree. I agree with Pacman, we should do multiple test of difficulty each day, and make it harder each day for the trainee to pass. Each day we would hold back until the final day were we play to our best ability in order to unlock the trainee's true skill. If he is able to pass then i suggest we put a vote if the trainee should be allowed into the clan.:)

who will be in charge of ACE?

The maybe's become trainees. <-----This is what we need to adjust. We need to be more strict with this. As trainees, they need to improve a significant amount before we can let them join the main clan.

What would be considered a yes or a maybe?

"Yes" is if they get a k/d that is higher or around the same as the tester with the best k/d by the end of the match. 
"Maybe" is just based on how well they did. For example, their movement and aiming. If we see that they have potential, we make them a trainee.

What if we had around 10 votes total and half or more is yes than the clan leaders decide on if they join or not.

If they play enough with our other members, then that might work. However, sometimes our members are too nice or are friends with them so they will just say yes.
